Key insights include 1) that as ships, harbors and related infrastructures become more sophisticated and connected, cyber risks increase; 2) cyber has emerged as the major enabler of hybrid threats posed by government agencies and non-state actors; 3) NATO and European Union nations have fallen behind their competitors in the cyber domain, both conceptually and operationally; and more.
