This working paper addresses the issue of fiscal federalism in post-Soviet Russia. The paper introduces the development and structure of the fiscal system that connects Russia's federation with its regions and the municipalities. It addresses various issues that arise from this system, such as the strong behavior of the federal level, the region's investment policy, regional off-budget funds and the relationship between the region and their municipalities. Subsequently, the paper reviews pending questions including the fiscal situation of the municipalities, programs for reform and basic reasons for the crisis of Russia's fiscal federalism.
