This paper describes some key issues regarding conflict mediation and armed groups, sketches out problems that arise and suggests possible ways these might be addressed. The aim is to consider the issues that arise in engaging groups in both full peace processes, as well as less far-reaching cease-fire and/or humanitarian agreements. The publication concludes with the recommendation that a mechanism be established whereby armed groups could declare their intent to abide by human rights and humanitarian law standards to a common and recognized authority.
