This paper focuses on the perception of humanitarian agencies by others, especially the nature of anti-humanitarian hostility in Iraq and Afghanistan. It states that the way others see humanitarian agencies has a significant effect on the personal safety of humanitarian staff and on their ability to reach victims of war. The author suggests several guidelines for humanitarian staff such as decent information, presence and posture, belief in values and an ecumenical humanitarian council.
