This publication focuses on those mandated to ensure the protection of civilians and human rights on the ground. The aim is to record and analyze the experience of civilian protection, and then present the concepts underlying it. The author states that strategies like sustained diplomacy, visibility, encouragement and empowerment, convening and bridging, and public advocacy are basic building blocks for any protection mission. The author concludes that the international community needs to take greater advantage of the protective power of field presence and deploy more such missions.
