This paper provides an overview of the small arms problem and discusses why alternative conceptions of security such as human security offer a useful tool for tackling this issue. The author also discusses of small-arms-related policy initiatives, processes and networks and examines the potential of the Helsinki process. She states that breaking out of the limited arms control vision is essential and considerable engagement from diverse communities is required for the small arms issue.
