This paper identifies four key challenges and opportunities for reducing and controlling small arms: the inclusion of references to disarmament, demobilization and reintegration (DDR) and weapons control in peace agreements; the need to pay greater attention to reintegration measures; the importance of a holistic view of weapons holders and opportunities arising for the UN Peacebuilding Commission. The author states that violence reduction in post-conflict societies can be achieved through taking weapons out of circulation, controlling access and transforming armed violence.
