This paper examines the influence of force modernization programs in Southeast Asian states on stability in the region. The author analyzes the factors that account for military modernization and arms build-up, such as prestige, corruption, supply side factors and economic growth amongst others and their potentially destabilizing power. He stresses the importance of multilateral security cooperation to counter the threat emanating from transnational terrorism in Southeast Asia and to overcome the barriers of mutual suspicions.
