This paper examines the dilemmas Indonesia is facing in balancing the need to accommodate international demands for greater cooperation against terrorism and domestic politics. It argues that Indonesia's war on terror could lead to a disruption of its fragile democratic consolidation process, as it would strengthen the country's security institutions and authoritarian decision-making.
