This paper offers suggestions for restoring the momentum for security sector reform in the light of donor limitations and nationalism in Indonesia. The author calls on the donor community to frame a reform agenda together with the military, police, civilian authorities and civil society. This dialogue should also tackle with issues related to army reform; a process which, according to the author, will prove difficult.
