This paper examines the threat of maritime terrorism. It argues that in order to assess the threat of maritime terrorism, the world's naval forces, as well as the coast guard, customs and port authorities must work together with the shipping community. According to the paper, this multi-agency integration will increase maritime cooperation and security.
