This paper criticizes approaches to international relations that focus on describing the characteristics of the unipolar world order. It argues that conventional conceptions of international politics are inadequate to understand how state actors are trying to advance interests in relation to US power. Instead it proposes a framework in that states try to forward and defend interests in relation to the system leader based on power relative to the pre-eminent state and integration into the world system.
