This paper criticizes the emphasis of US foreign policy on the use of military force in anticipatory self-defense. It addresses the claims of the so-called Bush doctrine by examining the ethical and legal dimensions of pre-emptive warfare. The paper argues that the claims of the Bush doctrine with regard to pre-emption and prevention are invalid.
