This paper examines the enlargement process of the EU, which has hit a roadblock after the constitution failed to be ratified. The authors analyze the political attitudes and the public opinion. In a second part, they deconstruct the term "absorption capacity." The authors conclude that the "final frontiers" proposition (presumably to the exclusion of both Turkey and Ukraine at the least) should not be supported since there are well-established outer limits in any case to the map of Europe (eg Council of Europe membership) and to EU membership as in the Treaty of Rome.
