This paper examines the prevailing model for understanding the interplay between defense establishments and defense industries. The paper argues that given global change drivers such as the end of the Cold War and the reduction in the geostrategic threat level, the old model ceases to have utility for both researchers and policymakers. The paper suggests an approach that draws on organization theory to develop a dynamic model that better reflects the current realities in defense industrial sector. The author articulates what a general systems conception of the defense industrial system can consist of and highlights its potential in informing the defense industrial policy process.
