This working paper describes forces such as the WTO and the ASEAN that shape food security policy in the Philippines. The paper addresses the Philippine government's response to challenges related to food security policies. The paper attempts two approaches to the problem: The first is that of a political economy and public administration insight into the effectiveness of the Philippine government's efforts to boost rice production. In a second approach the paper uses the concept of "food securization" and discusses the implications of such securization.
