This paper provides a brief outline of the history of Southeast Asian maritime security cooperation from 1990 to 2004. The author discusses and analyzes the various maritime threats faced by the region during that time. The paper states that bilateral relationships and successful international security cooperation are the most effective methods for combating transnational maritime threats in Southeast Asia.
