This paper describes how states increasingly find themselves in situations where they are unable to suppress internal insurgencies without initiating peace processes with the rebel organizations. The author describes how such circumstances have particularly occurred in Indonesia and the Philippines. The paper compares attempts made to attain peace between the government of the Philippines and the Moro National Liberation Front (MNLF) as well as the government of Indonesia and the Gerakan Aceh Merdeka (GAM).
