This paper examines the role of multilateralism in fostering and managing normative change in world politics. The author describes how post-war multilateralism has often helped to define, extend, embed and legitimize a set of international sovereignty norms, including territorial integrity, equality of states and non-intervention. The paper outlines the concept of norms and normative change and provides an overview of the role of multilateralism in promoting regional and global sovereignty.
