This briefing sheds light on Russia’s new soft power ambitions by explaining the Russian comprehension of “sovereign democracy.” The author describes the differences between the Western and Eastern understanding of democracy and explains the instruments used by the Russian government in order to become a “soft power.” The author concludes that the new face of “smart authoritarianism” that speaks the language of Western norms has very little to do with the values of democracy.
