This working paper addresses the domestic environment of Myanmar by analyzing the clash between two contesting perspectives on the Myanmar issue: ASEAN's, which is in favor of engaging Myanmar, and the West, which is in favor of isolating and sanctioning Myanmar. The author argues that of these conflicting viewpoints, the most damaging is the threat of economic isolation. Through an analysis of the consequences of isolation, this paper argues that the international community needs to overcome its policy divide by embracing a combination of diplomatic pressure and targeted engagement designed to enhance the security of Myanmar.
