This paper describes how political commissars and commanders in the Chinese military have played a significant role for more than seven decades. The author describes how commissars and commanders have often been tasked to pursue both political and strategic goals set by the Communist Party, both in internal and external matters. The paper states that with the official Chinese "Three Wars" strategy of emphasizing media, legal and psychological warfare, the role and influence of the political commissars is only expected to further grow.
