This paper describes how piracy has plagued Southeast Asia for many centuries and continues to remain a significant security issue. The author states that despite increased efforts by states within the region to reduce the problem of piracy, pirate attacks have taken place with alarming frequency, on waterways that are of vital importance to international shipping. The paper examines the general phenomenon of piracy in Southeast Asia and analyzes trends in armed attacks and patterns of international security responses.
