This paper describes how the terrorist attacks of 11 September 2001 have sharply refocused US foreign policy, elevating homeland security above other concerns. The author describes how the factors of the globalized al-Qaida terrorist threat, the neo-conservative ideology of key Bush administration officials, and the increasing policy influence of the post-Cold War US military establishment have combined to generate a policy posture of "praetorian unilateralism." The paper analyzes and evaluates the impact of such US unilateralism on state and society relations in Southeast Asia.
