This paper examines the prospects for a great power in the Asia-Pacific region. It argues that in Northeast Asia, improved prospects for great power cooperation exists but that an Asian concert system will not resemble the classical European model. The author states that division-of-labor may be the best hope for preventing great power dominance from overwhelming the ASEAN Regional Forum (ARF).
