This report addresses problems and developments related to Colombia’s policy against various insurgent groups with a focus on its national borders and troubled relations with some of its neighbors. The paper introduces features of Colombia’s security policy, including US influence and participation, and addresses the turbulent situation at the country’s borders. Subsequently, the paper summarizes Venezuela’s and Ecuador’s viewpoint on the problem. The paper argues that Colombia needs to engage its two neighbors in far stronger terms to contain its domestic insurgency and to advance Andean security cooperation.
