This report outlines steps for a possible solution of the Israeli-Palestinian conflict before the background of the stalled Oslo process and the collapsed Camp David summit of July 2000. The paper summarizes the development from the Oslo Accord to the second Intifada, weighs arguments for and against an early third party physical presence, and discusses ways in which a third party structure might work. The paper highlights that without a sustained and concerted political-security initiative by the international community and especially the US, the further escalation and regional spread is a virtual certainty.
