This paper develops a framework for autonomy that can be useful to nation-states confronted with ethnic mobilization as a threat to its integrity. The scheme illustrates how the nation-state territory can be preserved while sovereignty is diffused or devolved through various measures. The author concludes with suggestions for autonomy arrangements that include representation and participation in the national community for all population groups.
