This paper examines developments in Burma since 1988 by addressing questions concerning the ethnic insurgency and civil opposition. It establishes a delineation of governance as an analytical concept and sets out non-traditional security issues arising from the conflict in Burma. Finally the paper discusses the implications of these issues in the broader context of regional cooperation and stability and re-assesses the relationship between non-traditional security issues and traditional politico-military issues.
