This paper investigates the way that a particular form of economic common sense is promoted in Asia as an integral part of a regional and global project, by illustrating the role of one particular multilateral organization, namely APEC. The paper focuses upon how this impacts security in the region, defined in a broad manner. The author states that finding the right balance - an intermediary position where the state mediates between local interests and external capital - seems the most apposite strategy to pursue.
