This briefing examines the possibility of EU policy change toward the Western Balkan in light of the EU-Western Balkans Summit to be held in Thessaloniki in June 2003. It outlines the current EU status of the Western Balkan states and EU enlargement policy. It proposes to adapt a more vigorous approach toward the region, such as guaranteeing Western Balkan states pre-accession status to the EU, applying a more flexible visa regime and introducing a customs union.
