Based on experiences from Bosnia, this report explores alternative options for the administration of Kosovo after the end of NATO’s war against Yugoslavia in 1999. The paper outlines possible mechanisms for achieving efficient administration and advocates the creation of a non-political inspectorate to ensure that work can be done to an acceptable standard. The paper concludes that, although one can still be agnostic about models which might have worked better in Bosnia, conditions in Kosovo are right for a protectorate-style model of administration.
