This paper examines the mechanisms of Serbia’s international grain trade and discusses the decade-long exploitation of the farmers of Vojvodina, the arrangements with Montenegro and the implications of the current blockade of Serbian foodstuffs. Furthermore, the paper addresses the activities of the international humanitarian assistance programs which, by providing wheat to a wheat-surplus nation, are giving Belgrade added capacity to acquire strategic resources. The paper argues that Milosevic has succeeded in exploiting the grain trade to fuel the state’s repressive mechanisms.
