This report addresses the spontaneous increase of significant numbers of minority refugees to areas of Bosnia controlled by heretofore hostile ethnic majorities. The paper asks why this upswing in returns is occurring and attempts to examine what lessons can be gained from this. The paper examines the ability of the international community to support minority returns and discusses the long-term and short-term ramifications of the gap between needs and aid. The paper concludes that successful international community support of refugee return is key to any exit strategy.
