This report addresses the question of whether the Federal Republic of Yugoslavia (FRY), with its two constituent republics of Serbia and Montenegro, continues to exist despite the deteriorating relationship between them. Before this background, this paper explores the precedents that were set up concerning the status of the former Socialist Federal Republic of Yugoslavia (SFRY), what actions might affect the further status of the FRY, what the current status of the FRY and its institutions is and what this means for the federal elections of 24 September 2000.
