This report names individuals in 18 of Bosnia’s Republika Srpska municipalities and the Brcko District who are alleged war criminals that continue to play a prominent role in their respective areas and present significant barriers to the implementation of the Dayton Peace Accords. The paper clarifies the legal background that applies to war criminals before it identifies suspects by municipality. Subsequently, the paper asks why the suspects are not yet being tried by The Hague and what role Radovan Karadzic is playing in the Serbian Democratic Party (SDS).
