This report discusses the consequences of the murder of former State Security official Momir Gavrilovic for the Serbian DOS (Democratic Opposition of Serbia) reform movement. The Gavrilovic assassination has thrown the problems involving reform, elections, and the fate of DOS into newly sharp relief. This report describes the issue, puts it in context and examines its implications in the light of international community priorities for Serbia, Yugoslavia and the region. The paper argues that the affair was used to weaken Serbia’s fragile reform process.
