This report provides information on the delivery of Yugoslav arms to Iraq and other countries despite the change of administrations and effective arms sanctions. The paper outlines how the arms trade relations were disclosed, introduces the Yugoslav arms sales to Iraq and discusses the proliferation of nuclear, chemical weapons and cruise missile technology. Subsequently, the paper asks who has to take responsibility, why no action was taken and where the money is hidden. The paper argues that the arms scandal tells most about the serious internal situation of post-Milosevic Belgrade.
