This report assesses the implications of the nationalists’ return to power after the October 2002 general elections in Bosnia and Herzegovina and the evident intention of the international community to pursue an increasingly intrusive approach to state-making. The paper reviews the background of the elections, discusses the main issues during the campaign, analyzes the results and examines the lengthy business of coalition-making that followed. In addition, the paper considers the extent of real change within the key parties, assesses the development of the international community’s reform agenda and looks at the High Representative’s impact on Bosnia.
