This briefing addresses the problem of terrorist movements in Egypt, mainly in Sinai, and its "Sinai question." It asserts that the discussion of terrorist attacks in the country has ignored the socio-economic and political problems in the Sinai and the problematic relationship with the Egyptian nation-state. The Sinai is an underdeveloped region with the Bedouin and Palestinian population-oriented eastward, and it is further administered under a special security regime due to its strategic position. The paper concludes by stating that the problems are partly rooted in the wider Middle East crisis.
