This briefing examines the slow progress one year after the Afghan government and the international community committed themselves to a shared vision for a stable Afghanistan. It reviews the drafting, content and implementation of the Afghan Compact, such as the implementation of the Action Plan on Peace, Justice and Reconciliation. The paper urges to concentrate on larger strategic issues, with long-term institution-building being the most important issue.
