This briefing examines the training of Indonesian military units by the US to deal with troubled areas within the country. It holds that the proposed deal is flawed, because several conditions have to be fulfilled to solve separatist conflict in the country. Among them are the willingness of the Indonesian government to discipline errant troops, to root out vested economic interests and to control the flow of arms and ammunition into private hands.
