This paper provides insight into the complex issue of nuclear testing. It describes the significance of nuclear testing, presents alternatives and describes technologies for maintaining the safety and security of nuclear arsenals. The authors represent the “Russian perspective” and examine the possibility of cooperation between Russia, the United States and China. They conclude that it would be wise to look into cooperation for maintaining the safety and reliability of nuclear arsenals in a test-free environment.
