The chapters in this briefing book expand the debate on how resources should be allocated in order to attain US foreign and national security policy goals. The authors examine different issues such as US spending on defense, homeland security and combating terrorism. They further illustrate how economic tools can complement and substitute military and diplomatic action; explore the options of preventive diplomatic and economic measures versus pre-emptive military strikes; look at alternatives choices for military transformation; and examine the cost and consequences of focusing on military security to the exclusion of economic security at home.
