This report examines militant Islamic movements in Central Asia concentrating on Kyrgyzstan, Tajikistan and Uzbekistan. It provides background information on the development of Islamist movements, their mobilization and armed incursions. The above governments and Russia have used claims about those movements both to justify cooperative international security measures against the perceived common threat and to win the acquiescence and assistance of Western governments. Much of this activity is misconceived, counterproductive and more likely to create the very threat it seeks to counter.
