This report examines the revival of military reform in Indonesia. It outlines the military's political role and a framework for the establishment of government control over defense policy. It further analyzes the internal security situation of the country. The report states that reformers not only need government policy guidance, but also need to implement reforms that will lead to behavioral changes. The reform has gone part of the way by reforming education and training in human rights and rules of engagement, but the responsible have yet to impose the penalties for violations of these rules that will force change.
