This report analyzes the impact of Indonesia's decentralization program on conflict prevention and management. It includes a case study of the district of Luwu in South Sulawesi that outlines the history and causes of the conflict, and finds positive results of the decentralization process. However, the report questions the sustainability of the results and whether Luwu's success is transferable to other parts of the country.
