This report assesses the reform process in Uzbekistan. It examines the state of human rights and democratization in the country as well as possibilities for trade liberalization, banking reform and privatization. It also describes international strategies toward the country. The paper states that Uzbekistan's political system is highly repressive and its economy has barely been reformed since Soviet times. Economic decline and political stagnation threaten internal stability and undermine regional security.
