This report analyzes political and constitutional developments in Afghanistan. It outlines Afghanistan's constitutions, conflict areas in the constitutional debate, and the legal framework for the constitutional process. The report examines the constitution-making process, and the risks and rewards of a more public process. It concludes by stating that the US and other NATO members have failed to address provincial governments as an important source of insecurity and that it is necessary to restore integrity to the process.
