This report concentrates on justice in Rwanda through the International Criminal Tribunal for Rwanda (ICTR) and in Third World countries. The report analyzes various aspects of Rwandan law, including laws related to genocide, arrests and prisons. Subsequently, the report looks at how the ICTR is working and assesses improvements in its functioning. Finally, the report addresses legal problems associated with proceedings against genocide suspects in bordering countries.
